The December employment report should provide Fed policymakers added confidence that the labor market has satisfied their maximum employment objective. Though the gains in headline (+199k vs. 249k) and private (+211k vs. 270k) payrolls were again well below consensus, the details of the report were significantly stronger than the establishment survey headlines suggested. Indeed, the household survey showed a further meaningful decline in both the U-3 unemployment rate (3.9% vs. 4.2%) as well as the broader U-6 measure (7.3% vs. 7.7%). Moreover, the decline in the unemployment rate occurred amidst stable labor force participation (61.9% vs. 61.9%) as household employment increased by 651k alongside a 483k decline in unemployment. Though prime age (25-54) labor force participation was unchanged (81.9% vs. 81.9%), the prime age employment to population ratio improved (79.0% vs. 78.8%). Both of these metrics are now back at their late 2017 / early 2018 levels, when the Fed was roughly halfway through its last tightening cycle.
